LCG_97 available

LCG_97 is finally available under CernVM-FS and, where relevant as RPMs, for the platforms and layers listed below.

With this release we introduce a few changes:

1. RPMs
   As agreed in the last LIM, the RPMs of a given major version will go in a dedicated repository (= database). We decided to give a new structure to that, described under
   http://lcgdocs.web.cern.ch/lcgdocs/lcgreleases/rpmsnewlayout/
   Repo files for the new and legacy layout are available at
   https://lcgpackages.web.cern.ch/lcgpackages/lcg/etc/yum.repos.d/
   For this release we still use the many link-RPMs to provide package-hash resolution and symlinks, as agreed at the last LIM.
2. .txt files
   As requested, the .txt files are now also available from a dedicated directory
   https://lcgpackages.web.cern.ch/lcgpackages/lcg/meta
   Additional builds, such as cuda and ubuntu 18, are on their way. This may also include a build with clang10, which we have available since today and we started testing in dev3.
   To request a new layer, please send us the list of packages to be changed/added/removed wrt the core layer, or provide a merge request with the dedicated toolchain following the examples under
   https://gitlab.cern.ch/sft/lcgcmake/-/tree/LCG_97/cmake/toolchain.
