LCG_104d Layers available

LCG_104d is now available under CernVM-FS and, where relevant, as RPMs, for the platforms listed below.

This stack is based around ROOT 6.28.12, which brings improvements for the (py)root startup time. The platforms are targeted for the ATLAS experiment software stack, general users should consider using LCG_105a.
