LCG_106b Layers available

LCG_106b is now available under CernVM-FS and, where relevant, as RPMs, for the platforms listed below.

This stack is based around ROOT 6.32.08. A stack is available (x86_64-el9-gcc14fp-opt) where packages have been compiled with the “no-omit-framepointer” option to allow improved profiling.
